I think it has to do with LA being too dry, and eating 上火 food. I found out that chocolate, or orange, pizza, popcorn are the usual culprit. He is a frequent visitor to doctors, thankfully, it is nothing serious. Doctors suggested humidifier, and nasal spray to keep his nostril moisturized.

He had chronicle cough due to an allegy to dust mite. So he is using a Nasonex spray now to control allergy. Humidifier increases dust mite, so we can not use that. I will limit 上火 food, try 云南白药(take internally, or put in his nose?), probably drink a lot of water, no nose picking (allergy causes mucus, he likes to pick his nose).

Anyway, thank you all sooooo much. My older boy always has something that causes concern. Younger one is much stronger and easier to take care of.
