   Which hard driver format tool is good?

i am using manufacturer's recovery disks to restore computer. It has this message Restore failed-  Can not find image path C:\IMAGE_TEMP_DIR\install.wim

Manufacturer asks me to download a hard driver format tool and format computer first.  I can only access bios in my computer, and restore always fails at above point.
