My kids are both in a Montessori school operated by an Indian woman. The 3 teachers in my older boy's class are all Indians. They are all very nice to the kids. Both of kids have friends who are of Indian origin and other ethnic groups. So I would not generalized the race fator here. If I were you, I would schedule an appointment with the teacher, asking about the details of the issues she sees with the child. Asking for specific examples for the problematic behavior. Also, I would talk to the kid to see how her day was at the school, asking about the specific incident that the teacher mentioned. I would also spend some time (a couple of hours a day for several days) observing the classroom - My kids' school has a one-way window for oberservation purpose in each room. A good Montessori school should welcome and encourage parents to observe the classroom.
As for lying, I don't believe a 3-year-old would lie deliberately, but kids this age are too young to recount things precisely. Also, it is possible that she is mimicing things that other kids are saying. The best way to find out is to observe the classroom for yourself.
I have looked at a lot of schools (Montessori and regular daycare), and my kids have been to several different ones (for summer time). Generally speaking, if a school is not good, there are more signs to it than just a bad teacher. Incompetent teachers won't survive in a well-administrated school.
Last, communication is the key. So do talk to the teachers and the school administrator about your concern. Do talk to other parents in the same school to see if they have the same issue.
