If from private to public, yes their very strict

But if transfering from public to public then sone States will allow it.
I'm in the same situation, transferring from private to public school in different town. Just send a letter to school superintendent with emphasis on paychological aspect of retention and suporting research papers found on web. Just mailed the letter today, if that doesn't work, next is the board of education, state senators, and maybe governor, which both of them We have some onnection. Like the previous post, retention might not be a bad thing for a kid, if it doesn't work out with you.
