I see. In our club, travel team has the same ice time rule till at least Bantam. My kid is not old enough beyond Bantam yet so I don't know.
Everyone understands it -- rules are rules. Sometimes two weaker players go to the same defence shift and opponent scores - but that's how it goes because it is a lot more important for everyone to have the same ice time than winning. Typically coaches try to balance the shifts, which is not great for scoring; Often you see a good player getting no help from his teammates because his teammates are simply not at the level that can help much. Anyway, teams in our club end up losing most of the games, but kids are having fun.
