i guess most of 特长生 can easily get hihger GPA 3.6+ unless Xbox, Playstation can be conunted as 特长.  

Conclusion: 

Most of Chinese with that GPA 3.3 to 3.6 never apply for Top colleges. For those apply, someone must hit the Powerball.
