Depending on the state, and school,I guess.
If the state has a srong teacher union, the school counselor must have same amount of workload each year regardless of how many students want to apply IVY in each school year.
I checked Naviance, it apperas high schools always have same around average numbers of students applying a particular top college. For example, avearge 30 of 35 each year applying Cornell University... average of 20 applys P,MIT..;
I guess those Kids must have same around of GPA, SAT...
From a statistical standpoint, not every student applys top colleges...
