You should talk to her parents!

I think that is her parents’ problem, not the baby. If the parents don't teach the baby how to behave, how to treat others, how the baby can learn? 

If I were you, I will just talk to the mother seriously and directly, and let her know that you don't like their daughter pushing your sons, and you think she doesn't behave right. Clearly tell her parents you don't want her to play with your boys, period. 

Otherwise, it will never stop!
