He may have best chance by ED since ED gets some boost but EA doesn't.  If not Wharton then Columbia SAS is better than Penn.  Also, Columbia has better financial aid if your income qualifies it.  Chicago econ is more solid and admission to Chicago is less competitive than other schools mentioned.  But for undergraduates, school reputation is more important than department reputation.  As a California Asican male, Stanford is probably too tough to get in.
