Building and updating infrastructure in the states is a hard task. It is not easy for the federal government to convince the law makers to vote for a budget on infrastructures that only a portion of the citizens will benefit from, and even worse, always someone is skeptical of whether or not there is benefit at all.
Besides, no one trusts the efficiency of public sector. Chris Christie is reluctant to support the project because he feels NJ has to write a "blank check" because uncertainty about the budget is just too high.
