这个按学区上学的做法会不会变？

我们旧金山学区为了实现真正的平等，几年前开设实行不按居住neiboughood上学，而是在一个区域内打乱小区分配，把好区的部分孩子送到traditional的坏学校，把坏区的部分孩子送到好学校去。已经好几年了。因为SF很多东西是走在国家前面的，这种做法会不会spread，被越来越多的学区采用？要是会的话，现在花钱在好学区买房子多少年后就不合算了。
