H1签证是所有的税都免吗？

请问持H1签证来美第一年，（没有转过身份），国税和州税免了，可却扣了　social
security tax and medicare tax,这种情况是否正常？不是说H1签证前三年是免税的吗？怎么一来每个月就扣钱？
