这种情况能发签证吗？

儿子在美国读完大学，毕业典礼本来想请在中国的爷爷来参加，但老人身体已经不允许长途旅行，想让我哥哥（儿子的伯父）代表他来。大学说可以出邀请信。这样的情况会给签证吗？还需要什么证明或表格？从哪些地方可以找到？谢谢了先！
