Otherwise he couldn't win over his rivals, such as Romh, the storm trooper leader. And he had control over the people ranked next to him, such as Himmler, Goring. I don't buy into the account of one British writer. Whoever he is, he is certainly underestimating Hitler, haha. Hitler was a monster, but not a buffon or deranged person from the start.
