The cloud probably symbolizes love for its ethereal and pure quality.

The bag then symbolizes the dreamer's already established life, into which the dreamer likes to harvest love.

But once ethereal love enters the dreamer's life - her bag, it turns into water - something no longer ethereal but subject to the pull of earthly gravity. Which in turn is a symbol for the secular life in the real society.

I am guessing the dreamer liked to harvest romantic love and was later disappointed.

I used to be good at interpreting dreams. At least I thought so...
