I disagree.

Some types of events carry messages beyond cold statistics. For instance, "only a few" foreign student girls have been kidnapped and murdered in the US. But it would be irresponsible to declare that it is safe for the female foreign students in this country. First, some events carry such terrible messages that happening once is too many. Second, you never know to whom it will befall.

Similarly with the management of nuclear or biochemical weapontry.
