小中心的概念很好。對症下藥，即我說的空降取代法，本貭正是"去小中心化"。

The central government should practice this policy at least once and fully. Only that way the local governments will realize that they are not little centers. They are only replaceable working terminals.

Punishing hard once or twice won't work. The little centers will re-establish themselves quick enough.
