In public, governments are in favour of Freedom of Information (FoI), but in practice they are wary of it and its implications. The first modern FoI legislation was adopted in the USA, and signed into law by President Lyndon B Johnson on 4 July 1966. Although Johnson had deep reservations about the legislation, in public he was supportive.
