这是文化差异还是社会发展程度的差异

几十年前西方发达国家的人就这么说： The traditional organizational structure based on command from the top and obedience at the bottom is transforming into one that rewards and encourages ingenuity and openness. The ability to analyze becomes more important than the ability to follow directions.

可是几十年后很多东方国家，甚至想台湾这样还比较发达的地方还是要求服从命令为主。

二十多年前，SARS 爆发。我在北京。大家恐慌。领导说：我们要等上面的命令。上面的领导让我们怎么做，我们就怎么做。我当时就想：难道我们都没有脑子吗？
