JMs, please help...

I wanna buy a yorkshire terry, i saw it in the pet shop of the mall.The price is $3600.
Can i argue the price?
Does the dog need shot each year? Do i need buy the insurance for the dog? do i need to register the dog in the city/town hall after i get it.
Is there anything else i need to prepare before i buy the dog?
This is the first time i have my own pet, really don't have any common sense on this.
