Actually most of these skirts / brands are not made for young girls. They are too boring for girls in their 20s, who love Juicy Couture, AF, red valentine, and you name the brands... Brands, like Miss Wu, are definitely for ladies above 30. As aging, I avoid mini skirts (hit above the middle finger), but am still open to skirts above the knee. I feel  the combination of style, material, color and matching (accessories, hair-do, makeup) decides whether an outfit is age appropriate.
