Kathy and Hoda show on NBC had a segment where an expert talked about skin care and make up. Primer is applied after all skincare steps but before make up. It seems that the primer would have "sticking effect" as they suggested that you should apply primer to the eye lids, too, as it will help the eye shadow stick better.
From my own experience, primer helps a little in covering up the pores, but not significantly.
