I think it makes big difference. My younger sister doesn't use it, while I have been using toner for many years. The difference is that my sister's skin gets so dry that foundation just floats on her skin, while my skin is soft and I can apply foundation very easily.
Also, when my sister and I go out together, people would think that I am much more younger.
