Need opinion, should I buy this blue dress?

I found it in Cache, I like it alot for its blue color, but it is very tight dress. When I wear it, I need to suck my tummy in. Being in the 40s and having 3 kids later, the tummy and the arms are just not tiny any more.:( So, question is: Should I buy it or skip it?
