他们关注的是他们的权威，不是人民。这是个权威的国家，不是人的。国家总是排在前面，人的生命价值为零。他们总会找到办法的，不发公告，没有恐慌。。。。人们惧怕上级远甚于惧怕核污染。大家都在等指示，等电话，不作为。
