TCP/IP是protocol，可根本就没有http/ip这种protocol。

http IP这种说法倒是有，但这个只是指IP地址，与TCP/IP完全两回事。从他的上下文来看，他似乎想说是否加密的传输数据，这个与TCP/IP，或Http IP都不是一回事。
