人命和猫命哪个重要？这是一个伪问题

不是猫死了人才能活。Anybody could request a rabies shot for no specific reasons.  Volunteers pretty much all have rabies shots even before they are bitten by animals.  There is no need to involve the cat when one asks for a rabies shot. Of course, the cat should be monitored by LZ to make sure the cat is fine. But there is no reason to quanrantine or put a cat down even before you can confirm he has rabies.
