140已经批准，在等排期，马上要被lay off，能用non paid leave保持身份吗？

-Technically, when you are laid off, your H1 status is invalid, but if you can find a job in one to two months, your H1 transfer may be approved with I-94. If you find a job too late, your H1 transfer still will be approved, but the approval notice will have no I-94 and thus, you need to go to China to get the H1 visa to come back unless your current I-94 expires for > 180 days.

会不会影响之后H1b transfer (如果找到新工作的话）和H1b/H4签证申请？

-You may change your H1 to H4 now if you want to.

如果转之后的行业和原来的不同，还能relink PD吗？

-Yes, you can use this I-140 PD as your future I-140 PD.
