Ask Experts: How USCIS Will Process 485-RD or PD?

Hi, my PD is 03/07. I'm a 7/2 filer. From reading one attorney's article on this web site I figured maybe what matters is 7/2, not my 03/07 PD when USCIS process my application. When VB is current for 7/2 I'll have quota for my green card. Will USCIS consider people with different PDs (e.g. PDs are May06, Nov06 and Mar07) have same new PD, 7/2? Thank you very much!
