I-140 PD 没有carry over怎么办?

EB3 140 with PD 2004去年年初批准。后来改申请EB2，140刚刚批准，但是PD并没有carry over。这次申请140的时候特意在cover letter里面写了要carry over PD,也附上了EB3 140的approval notice原件，但是好像他们没注意到。现在应该通过什么程序来更改PD?
