别胡搅了, 知道为什么GCD的条例, 这么严格吗? 是为了避免冤假错案.

初步调查, 问题严重的, 可以立案, 而不是立即处分. 反而, 问题轻微的, 不需要立案的, 可以处理.

只有立案调查后, 就是说, 需要再次审查证据后, 调查组才可以建议处分, 然后党中央才可以处分.

知道为什么条例这么严格吗?  是为了避免冤假错案.
