True.  Should solve the south China Sea problems one by one. To solve Phillipine problem first is a good choice.  However, to control the conflict to what degree is a concern for China.  If too small, it will not give them a good lesson lesson and they will create problems again once the China coast guard ships are gone.  But the small isles and fishing boats there have nothing to show the power.  It may be the reason for China to wait for the Phillipine's big fish to come close to the isles for high value deal. On the other hand, Vietnam has land board with China, it will worry about sea and land issues so it will not be too aggressive.
