According to 三国志, Zhuge Liang was not the one

who applied the "empty city" trick.  If my memory serves me correctly, it was a general from Wei Kingdom, who used the tactic to defend a weakly guarded city against a strong army from Wu kingdom. 

However, Mr. Luo Guangzhong credited Zhuge Liang with this success in his story book(in order to make Zhuge Liang a God-like creature).
