A good natural resources management program is needed

Should learn the US system.  Use the deer hunting program as an example.  The state agency assesses the number of deers available annually or semi-annually using various advanced technologies.  Then determine how many deers a hunter can get, and even using what weapons. In that way, the deer population in the state will be properly kept.
