The Chinese always sell their resources dirt cheap.
It is because that these resources belongs to the state, with no open market for mineral rights and no effective watchdogs.
Why is coal mine "owners" are so rich.
Because the mineral rights are not publicly auctioned
and hence they can bribe the officials and get the rights almost for free.
Why are the most natives in Shanxi provice are poor?
Because they have no mineral rights.
Many state run mine do not pay mineral rights at all.

Will this restriction of exportation solve the problem?
Probably not until that the mineral rights are auctioned publicly.
Maybe the government can managed the mineral rights like residential land, which are extremely expensive for the GDP/capita.
