all your concerns are valid! except they are all cons. there must be some
pros as well. sure, there are costs. there must be gains as well. "compete
in building military bases" and "get bogged down" are extreme cases. no
matter what you do. there always cons and pros, of course extreme situations.
one shouldn't only look at the extremes or cons when making a decision,
since the answer will always be no action.
