娃是 MD出生的， birth certificate 需要认证， 拿回中国用。 

现在我已经做了MD Apostille， 收到了。 按理现在直接寄给中国embassy 或者consulate 去认证就好。 可是我娃是MD 出生， 属于中国大使馆认证， 在中国大使馆的网页上写着， submit 给大使馆的文件需要美国国务院认证， 才能寄给大使馆。 但submit 给其他领事馆的不需要国务院认证， 直接寄给领事馆就好。

我直接晕死， 好吧， 那就去美国国务院认证吧。国务院网站显示， 中国是1961年海牙treaty country， 需要做文件apostille。

然后我就完全被搞晕了， 在美国国务院网站， 写的是州政府issue的文件不需要additional certifcation。 国务院不给issue an apostille for state-issue documents。 那我寄去， 不是白寄吗？

A state-issued document with an apostille does not require additional certification by the U.S. Department of State or legalization by a U.S. embassy or consulate overseas to be recognized in a participating country.The U.S. Department of State will not issue an apostille for state-issued documents.

现在中美两国的网站有conflict information。 我这咋弄？ 呼叫专业人士解惑。 谢谢！
