1) Yes, you can reject it. This is actually pretty common practice. I have few friends and myself had done exactly this one time or another. You don't even have to give them any reason. If you want to make them feel a little bit better, you can always say due to a sudden change in personal situation.

2) You don't really need to discuss this with anyone. It is your own decision.
