does part time job also need to pay tax?

I just have a new part-time job (no more than 25 hours per week). Today I received my first pay check and found it deducted social security tax and medicare tax. Is it right to deduct tax for a part time job? I am in MA. I remembered I had a part time job last year and did not deducted any tax and got 1099 form in the end of the year. Does part-time job have different type by tax? Anyone knows? Thanks!
