As I know, at least in Canada, if the charge withdrawn, RCMP will still keep all records for 2 years. But if you do not have other crminal records in the next 2 yeas, the records will be destoried automatically, or you can apply to erease the records later. Nobody, such as employer or immigration officer has the right to access your records, unless you agree them to check it from RCMP. However, RMCP and US police might share your records. For example, if you travel to the US, the borarder may know had such a record.
