This case highly depends on the paper that you signed for the car dealer. If the paper says that the payment is for deposit and non-refundable, you cannot dispute with your credit card issuer.
If you already have the car, you cannot dispute the credit card charge, and it is up to the car dealer to accept returned merchandise, which is unheard of.
If the paper does not say anything like above and is only a simple credit card receipt, PLUS there is no other paper to specify this payment purpose, PLUS you have not received the car, you can try to refuse to receive the car and dispute the charge against the car dealer with help from your credit card issuer on the basis of no merchadise received.
