broken promise

新主人 didn't keep promise let us have puppy picture, and let us visit puppy, she broken 口頭上 promise ,but you said 您與對方在口頭上的協議仍然有法律效力. so how to deal with that promise? my kid very want see puppy's picture, anyway can deal with it
