请问版主单身老猫，因为搬家，图书馆的书找不到了，现在州政府的罚单寄来

两三年吧，居然要罚到四百美元，吓倒我了。请问，如果我不付罚款，会有什么后果？有可能付部分罚款而吗？以前的罚单可能是寄到旧地址，我最近接到追款电话，才告诉他们再寄到我的现地址的。

是加州LA County 的 library.
