请大家帮忙看看朋友的经历（产科）算不算医疗事故。万分感谢！

朋友的妻子刚刚生产，胎盘未尽18小时才发现，导致低血压、严重贫血。
恳请各位朋友帮忙看看算不算医疗事故，感谢万分！

具体如下：

周四晚产后血压一度降低到68/34，责任在于当值医生离岗。胎盘未尽，造成产后失血，并持续18小时才找到原因止血。原因：一美国医生朋友告知：

Pay close attention to item A. Attempt delivery only when the placenta is fully separated to avoid

pulling off a section of placenta from the wall of the uterus leaving the remainder attached, thus creating an open bleeding area in the uterine wall.

Also item E. Keeping an eye on the introitus for bleeding, conduct a complete inspection of the fetal and maternal surfaces of the placenta. This should take no longer than 15 seconds and is a critical step before requesting oxytocin or before proceeding to manage a heavy bleed or hemorrhage, if there is a problem. 太太的血红素指标昨天是6，目前刚恢复到6.4。血压仍然偏低，92/51。目前失血已经基本属于正常产后宫血，但是非常虚弱。头晕。
咨询朋友，建议不要接受输血。我准备尽量不输血。
从周四早6点到目前，一共休息6小时不到，很累。。。。
打官司问题正在考虑，觉得意义不大。昨晚找院长反映了情况，今天有OB护士主动给我送来complaint 表格。
