单身老猫, 输了Small Claim Court有什么不良后果？

在Texas, 朋友因扣了$850押金，被前房客告倒Small Claim Court。朋友以为理直气壮，不以为然，未充分准备就上了庭。法官偏向房客（可能有歧视外国人和同情穷苦白人的倾向）。其中$550因有白纸黑字双方签名，法官未允，但仍判朋友败诉，退还房客$300押金，并负担房客官司费用。

朋友不服想appeal。我劝他算了，就三百多块钱。朋友说，如果只是付钱也罢了，但担心会留下坏记录。 请问：

1.房客只赢了小部分，为什么还判我朋友负担官司费用？这不是鼓励乱告多告吗？
2.朋友如认输付钱，会留下不良记录吗？
