请教老猫，父母的医疗保险问题

我住在加州，正在准备替父母申请绿卡。想询问一下有关在加州给父母申请Medi-Cal的信息。

父母都已经超过65岁，符合Medi-Cal的年龄要求。Social Security Service告诉我，任何加州的居民，包括非法移民，只要65岁以上，都可以申请Medi-Cal。如果没有绿卡，只能申请Medi-Cal with limited coverage，有了绿卡后再转成Medi-Cal with full coverage。可是，我想可以申请并不代表肯定拿得到。加州的Medi-Cal 是给低收入人群的。如果我父母来加州后去申请，州政府会不会认为既然我替父母出了探亲及绿卡的经济担保，我父母就不能算是低收入人群，因此不能享受Medi-Cal？

再进一步，假设我父母拿到了Medi-Cal。将来万一生病住院，有了大的医疗费用，Medi-Cal又不能全部支付，剩下的费用会不会成为我的债务？如果他们拿到绿卡后，我是不是仍然对他们有经济上的法律义务？In other words, am I still legally bound by I-864 after they become permanent resident?
