Go to your local county human services department and apply for Medi-Cal (your parents have to be over 65), if they are under 65, you may still ask for county medical service program (CMSP). Restricted benefits are for undocumented aliens (including illegal immigrants), all you need is to provide ID (Chinese ID or passport OK). There are also income and property limits. Visitor does not qualify due to no residency, so you have to “intend to reside”.

Most of the restricted benefits are issued to Latino. I encourage Chinese take advantage of it. Medi-Cal is not considered public charge. No sponsorship information required.
