这种行为违法吗?

我在美国一所大学做博士后。老板是中国人。我无意中发现了我老板雇佣了一个从来没有在我们实验室工作的人。此人是本系另一个中国老板的老婆。我老板一直雇佣此人。但是此人从来没有在我们实验室工作过。我的问题是：我老板的这种行为合法吗？
