what is watts/epsteins? Old cat, please enter

Old cat,

a party is ordered to pay mortage, propety tax and house insurance, subject to a request for reimbursement pursuant to Walls/Epsteins.

What does it mean? Does it mean he/she can ask for half the cost from othe party? how does it work during the property split after this?
