Home owner association 罚钱

各位大侠，

今年夏天很干旱，我们有一段时间没有给草坪浇水。我们所在的小区Home owner association
于7月左右给我们寄了一封信 (a notice)，要求我们给草坪浇水和割草。从那之后，
我们一直坚持浇水和割草。

前天，Home owner association 又寄了一封信来，说他们已经寄了两封信给我们
(two notices)。还说我们“choose to ignore their notices"。所以要罚钱$125。
但我们只收到一封信 (one notice)。

我想写一封信去dispute or appeal。各位大侠，我这样做，有没有用？我还有什么
别的办法。多谢
